Secretary of State Madeleine Albright announced Tuesday that the U.S. is
　　　　going to put a tighter squeeze on Sudan's pro-Iranian government. "It has
　　　　earned international condemnation by persisting in its objectionable
　　　　policies, causing us to conclude that more dramatic action is required," 
　　　　Albright said.  
　　　　She cited the African country's involvement in international terror and
　　　　its abysmal record" on human rights as reasons for added restrictions.
　　　　Albright said steps have been taken to block Sudanese government assets
　　　　in the USA and to bar most trade between the two countries.

　　　　objectionable                 不愉快な、いやな、好ましくない。
　　　　by persisting in              persist は固執する、だが、言い換えれば「粘り強い」
                              　　　　だが、persevere のほうが「粘り強い、辛抱強い」時に
                              　　　　使われる。
　　　　abysmal                       ここでも、abysmal が出てきました。

　　　　国務長官マデリーン・アルブライトは、火曜日に、アメリカはイラン政府を支持

　　　　その好ましくない政策に固執しているとして国際的な批判を受けたので、より劇
　　　　的な対策をとることにした。
　　　　スーダンが国際テロ活動に関与している事と高度な人権侵害を行っている事をアルブ
　　　　ライトは制裁強化の理由としてあげた。
　　　　アルブライトはスーダンのアメリカ国内の資産の凍結と二国間のほとんどの貿易
　　　　の禁止する段階に来たと述べた。

(the African country 〜 そのアフリカの国）＝ 「スーダン」と訳したほうがいい
のではないかと思います。

terror 〜 「テロ」でいいのではないかとと思います。

また、等位接続詞の共通関係の問題ですが

(the African country's involvement in international terror)

     and

(its [＝the African country's] abysmal record on human rights)

と考えなければ its が指す適当なものが捜せません。

したがって、recordはinvolvementにかからないと思うので「記録への関与」は文法
的に問題があるのではないかと思われます。

自分なりに日本語訳を考えますと、以下のようになりました。
